Procedure & Costs for Aquiring a Sewer Connection

       RESOLUTION 10-04

 

RESOLUTION OF THE SOUTHSIDE WATER AND SEWER DISTRICT, BONNER COUNTY, IDAHO ESTABLISHING TERMS AND CONDITIONS FOR OBTAINING A SEWER CONNECTON WHEN THE CURRENT BUILDING MORATORIUM, IS LIFTED.

WHEREAS: ON MAY 27, 2010, THE COURT JUDICIALLY CONFIRMED THE DISTRICTíS AUTHORITY TO INCUR AN INDEBTEDNESS, IN THE AMOUNT OF $850,000, FOR THE PURPOSE OF EXPANDING THE DISTRICTíS EXISTING WASTE WATER TREATMENT SYSTEM AND

WHEREAS: THE DISTRICT ANTICIPATES THAT THE EXPANSION WILL MAKE IT POSSIBLE TO SERVICE AN ADDITIONAL 50 EQUIVALENT RESIDENTIAL UNITS (ERUs).

NOW, THEREFORE: THE DISTRICT RESOLVES TO MAKE THE ADDITIONAL 50 ERUS AVAILABLE TO PROPERTY OWNERS, IN THE DISTRICT, UNDER THE FOLLOWING TERMS AND CONDITIONS:

A. PROPERTY OWNERS WHO WISH TO APPLY FOR ONE OF THE 50 AVAILABLE ERUS SHALL:

1. OBTAIN A BUILDING LOCATION PERMIT APPLICATION FROM THE BONNER COUNTY PLANNING DEPARTMENT.

2. COMPLETE THE APPLICATION, INCLUDING REQUIRED NON SEWER DISTRICT SIGNATURES.

3. SUBMIT THE COMPLETED APPLICATION AND A $500, NON REFUNDABLE, CONNECTION FEE TO THE DISTRICT OFFICE. THE DISTRICT CHAIRMAN WILL INITIAL THE APPLICATION, INDICATING THAT SEWER SERVICE IS AVAILABLE, AND RETURN IT TO THE APPLICANT.

4. PROCESS THE PERMIT APPLICATION THROUGH THE BONNER COUNTY PLANNING DEPARTMENT. VALID APPLICATIONS ARE NORMALLY APPROVED BY THE PLANNING DEPARTMENT WITHIN 2 WEEKS OF RECEIPT.

5. RETURN THE APPROVED BUILDING LOCATION PERMIT TO THE DISTRICT OFFICE. PERMITS WILL BE ACCEPTED ON A FIRST COME, FIRST SERVE BASIS UNTIL THE 50 AVAILABLE ERUS ARE ALL ALLOCATED.

B. UPON COMPLETION OF CONSTRUCTION, THE PROPERTY OWNER WILL BE REQUIRED TO REMIT AN ADDITIONAL $11,000 EQUITY BUY-IN FEE BEFORE THE SEWER CONNECTION IS MADE. MONTHLY USER FEES WILL COMMENCE WHEN THE CONNECTION IS MADE.

C. THE OWNERS OF PROPERTY WITHIN LID#1 MAY DEDUCT THEIR $6000 LID ASSESSMENT FROM THE $11,000 EQUITY BUY-IN FEE.

D. PROPERTY OWNERS WHO PURCHASED A ĎHOOKUPí IN ADVANCE MAY, UPON PROOF OF PURCHASE, DEDUCT THE AMOUNT PAID FROM THE $11,000 EQUITY BUY-IN FEE.

E. IF CONSTRUCTION IS NOT BEGUN WITHIN ONE YEAR OF THE DATE THE BUILDING LOCATION PERMIT IS APPROVED BY THE COUNTY PLANNING DEPARTMENT THE DISTRICT MAY REMOVE THE APPLICATION FROM THE DISTRICTíS PRIORITY LIST, IN WHICH CASE THE $500 NON REFUNDABLE CONNECTION FEE WILL BE FOREFITED.

F. APPROVED APPLICATIONS ARE TRANSFERABLE WITH THE PROPERTY BUT SUBJECT TO THE SAME LIMITATIONS AS OUTLINED IN PARAGRAPH ĎEí ABOVE.

G. THE PRIORITY LIST WILL BE AVAILABLE FOR INSPECTION AT THE DISTRICTíS OFFICE OR THE NUMBER OF PROPERTIES ON THE LIST WILL BE AVAILABLE BY CALLING THE DISTRICT OFFICE AT 208-255-1041 AND THE LIST WILL ALSO BE PUBLISHED ON THE DISTRICTíS WEB SITE AT WWW.SOUTHSIDEWATERANDSEWER.ORG.
