PUBLIC HEARING MINUTES

August 15, 2018


Board Members Present:  Chairman Jim Haynes, Vice-Chairman Dianna Erickson, Brent Sleep, Mike Mooney and Kass Larson.

Others Present: Operators Brad White and Doug Bopp, Treasurer’s Julie MacDonald, Stephanie Mueller, and John Austin, and guests Dan Staglund, Patti Sterling, Eric and Patti Brakken, and Glenn Harvey.

Public Hearing for Rate Increases: Chairman Haynes opened the Public Hearing for Rate Increases at 1:40 p.m. Mr. Mooney explained the current financial situation leading to the deficit in both the sewer and water operations. This was better identified and understood by recent accounting changes to align income to expenses according to each service. The last sewer rate increase was October 2009. The proposed change to sewer is from $54.60 to $62.10 and to water is from $33.60 to $35.60.

Ms. Sterling asked if the District has meters on the lift stations and Chairman Haynes said that there is not at this time.

Mr. Larson made a motion to accept the rate increases as proposed and Mrs. Erickson seconded the motion. The motion passed unanimously.

The meeting was adjourned at 1:45 p.m.

Public Hearing for FY2018-2019 Budget: Chairman Haynes opened the Public Hearing for FY18-19 Budget at 2:00 p.m. Chairman Haynes asked if anyone has any questions or comments. No changes or questions were proposed.

Mrs. Erickson made a motion to accept the budget as proposed and Mr. Sleep seconded the motion. The motion passed unanimously.

The meeting was adjourned at 2:02 p.m.
